BEP/CEP help!

OK sometimes when I have been fighting at a base for hours and fighting hard, and we finally take the base I get jack for BEP

Other times we waltz in with almost no resistance and we get crazy amounts of BEP

Can someone please explain to me how the BEP/CEP works in this game?
