I just don't like killing... I've been raised up like a good little Christian Boy not to kill. Treat 'em like shit, but don't kill. That's my feeling on it. They deserve horrible things, but killing is a one-time thing only, no matter what, and they deserve worse than a one-time only thing.
Also, more prisons means more jobs. There would be more farmers to farm food the prisoners eat, more guards for the prisons, etc.
