Not in the least. SOE really could have invited more people into the tech test based on their veteran status if they wanted to, regardless of how little good it may have done. Don't even pretend this was an impossibility. SOE instead has opted to get the next big client update ready before inviting more people in, and I'm inclined to believe Smed's latest tweet hints at there being more than simply a more stable, less buggy client too. Almost sounds like they're going to reveal something in tandem with the closed beta.
