If Sancs are so hard to make, then just adding the rule of "last warpgate" wil suffice. If an empire gets kicked out of all continents, the last one to be fought for will be the one with uncontestable warpgate(s).

Meaning that if Empire A captures Indar and Esamir, driving the opposing empires away, Amerish will have 2 uncontestable warpgates, until one of the empires gets a hold of a warpgate on another continent.
