If you don't think it puts aircraft at risk to stop and hover you haven't been paying attention. There probably is no greater risk currently to an ESF then to hover over a contested base and wait for a target. Not to mention though that usually happens because the game is broken and pilots are forced to stay within 300 meters of a target if they want to have much of a chance to see infantry render.

So now we are still just as vulnerable and squishy as before but have dramatically nerfed agility. So your comment on we are for strafing runs just show your lack of understanding in this game. Sure if it worked at all times and we never had render issues you could hope for that. But currently VTOL is the only way we can effectively provide A2G coverage due to the fact we may have to hover for a couple of seconds just to see infantry on the ground.
