"open" beta?

im so confused... i was expecting to get into open beta... i thought it was open! i thought anybody could be in open beta...

can someone please explain to me what the difference is between closed beta and open beta, i dont see a difference... i really wanted to be in "open" beta...

i was going to be the tester that would make sure PS would run on a crappy video card

...

anyways, please explain!
