Unlearning certs and removing implants

Since many of us aren't exactly sure what we want to do in the game, i thought i would ask exactly how the game handles the unlearning of certs and the removal of implants.

When you unlearn a cert does it give you back any part of the points you spent to get it? Do you have to earn new points before you can get another certification or implant? Is there any length of time you must wait before getting new certs or implants after you unlearn or remove one?
