3 questions.

These ought to be easy enough to answer, but I didn't see anything about these where I looked...

1) What are outfit points, and what do they do?

2) How are hotspots determined? Does a commander place them, or does the server generate them off of a certain set of criteria?

3) What do the security panels in bases do?
