Concerning Orbital Strikes

I was going to post this idea in a response to a thread on the sony boards... but I cant because im not a subscriber because Ive been waiting for them to fix a few problems i noticed in BETA. (This may change soon)
Anyway, The guy was worried about Orbital Strikes ruining gameplay because every couple battles would be unbalanced because of strikes.
Easy solution to that is make sure the Commander is within a certain distance of the waypoint call in the strike, and add a timer that stands for the time it takes the orbital platform to get into position. If the commander is killed during that time the strike is canceled. To stop ppl from just spamming strikes every time they respawn, make it cost outfit points/reset timer when you call in the strike, not when it hits.
