Well, if you've played the Orc Campaign in The Frozen Throne, you'd see that the Island Trolls are brought off their little island off the coast of Kalimdor and transported to the relative safety of the Horde's territory. Essentially, the orcs saved the trolls from annihilation and made them their neighbours. Including the fact that Trolls are one of the oldest and clearly a much-loved race, and I think that it is completely obvious that Trolls will be the Horde's third race.
And that's completely discounting the fact that the Horde lacks an agility-focused race. The Alliance has Night Elves for their agile types, Dwarves for their brawn, and Humans for casters. The Horde mirrors that, with orcs taking the place of the Humans and Tauren the place of the Dwarves, but they do not have an agile race like the Night Elves. It's important for all sides to be relatively balanced in the sense that all playstyles are provided by each side, given that Horde can't group with Alliance. With sheer game mechanics in mind, it is logical for Trolls to be the final Horde race.
And I say final Horde race, because I also believe that there is a third side, as of yet unconfirmed. That side being, of course, the Blood Elf/Naga/Draenei team.
