Is there a vehicle speed hack out?

Last night I saw two cases where vehicles were moving faster than they should and I'm wondering what's up.

1. I saw an ANT traveling about the same speed as my Lightning.

2. I was going 74 kph in my Lightning and had a Magrider go blowing by me about the same speed as a Reaver. It certainly wasn't lag, because I tried to trail him as long as I could before he cut across a lake and I lost him.

I'm really hoping there's an innocent explaination for both these cases otherwise there's another cheat out there we got to deal with.
