Is the Prowler garbage now?

For all of you who don't realize it yet, the following things are now true about the Prowler tank:
1: It has a max speed of 49kph. To put it in perspective, a bicyclist can reach this speed on flat ground. This means that an ANT will not only outrun the Prowler, it will run circles around it. It is the slowest empire tank.
2: It takes a full 10 seconds for the Prowler to reach its stride after stopping or hitting steep terrain. Every time the driver stops, the count resets.
3: The Prowler has the worst handling of all the tanks.
4: The Prowler requires three people to fulfill its role as the highest damage over time tank.
It seems almost certain that three Lightnings are more powerful than one fully manned Prowler. This was probably true before the Lightning got buffed, and seems definitely true now.
