I've always used surge how I thought it was meant to be used. Attack with a JH, flick on surge and make a get away for healing/repairs, go back and attack. I use it for rapid retreating and find my kill/death ratio is alot better than just surging into combat on what usually amounts to a suicide run. Then again, my aim isn't that great and moving quickly affects me negatively .
