Upgrading PC, now have a problem


I install the mobo, CPU, HS and fan. Memory, video card and power supply. Hook everything else up and turn on the power. This is where the problem starts; The system doesn't start. The CPU Fan kicks about 1/4" then the entire system shuts down. Thinking I've burned a CPU, I look. No telltale sign of burned CPU. I double check all my connections, all secure. Checked the PSU, tests out on the PSU tester I have.

The mobo is an ECS K7S5A. Processor AMD XP 2400+. Video Card is a Radeon 9200 128MB 8x AGP. Knowing that I look up the ECS site, and the AGP bus is only 4x. I'm pretty sure 8x is backwards compatible with 4x. If I'm wrong, then I'm wrong.

Anyone know what else could be the problem?
