It's for people with disabilities who can't talk or something. You punch in a number (in my case my home number to test it) and an operator calls you and reads what you type into the box over the phone. You then reply over the phone and the operator types it back to you in the box. Try it out, it's fucking cool.

Edit: I also asked the operator if people without disabilities use it, he said yes people use it often to make phone calls from the computer if they don't have access to a phone.

Edit: I wonder if you can make the operator say dirty words, like "Wsup jamal, you punk ass bitch, you got me pregnant *****"
