That's a novel idea, but it has as many pros at it does cons. Namely, if they take away the NC HA weapon and make it common pool, then the other two empires now have to deal with jackass powergaming kiddies switching teams YET AGAIN. I think it's a bad idea and it will thoroughly fuck the game up, and I agree with the developers when they say there's no need or no plan to do this.
But.
If they're gonna do this, why don't they just create a cert called "CQB" and put the Jackhammer and the Sweeper in it, and then make a new NC empire-specific cannon to bitch about? If the NC have "Gauss Rifle" as their medium assault, why not a heavy-hitting railgun (aka gauss weapon)? Gauss weapons use a magnetic field to propel a projectile at incredible velocity. Generally speaking, ammunition for portable gauss weapons comes packed with a disposable battery of sufficient power to fire the entire MAGAZINE (not clip). Ammunition is most often simple solid metal needles, which effectively means armor-piercing. Since railguns would theoretically use lots of power, rounds would be slow between the firing unless you made it a rotary barrel weapon with some sort of jumped-up sci-fi explanation. So the flipside of a big-ass railgun's slow reload time would be hard-hitting rounds.
But again. That was just devil's advocate, to take into account your position. My personal opinion is that the Jackhammer needs to be fixed and not thrown to another common pool category.
