For newbies joining PS

Ok, lets say someone buys planeside 4 months after release, where people will possibly have full certifications, so a newbie would not have as good armor weapons etc.. they would keep getting fragged so how will they manage to let newbs join? I guess they'd have to join an outfit to stay alive...
...my friend asked me this question, I thought it was pretty good
