It only takes one nuke though. One well placed nuke and you could put a LOT of hurt on your enemy. Besides, Japan knows first hand what a nuke does, and that was over 50 years ago. Technology has definitely changed since then. Think they want North Korea with nukes? I love Godzilla like any other mutated lizard, but I don't think Japan could handle two of them.
