Sifting through BS

Ok now, I have this person from my an old clan talking to me. He claims that there is a Planetside 2 in the making, and that planetside was simply a test to see what people like. Is this true

Question 2- Did SOE simply host the servers and take care of billing for SWG? Or did they actually produce it and decide what goes in and what doesnt go in for it.

Question 3- Same as question 2 but for MxO
