The Magrider ENRAGES me

Why is the Magrider a FLOATING island in the GDC video? That thing was entirely ridiculous in PS1, I have ****NEVER**** been run over by any other vehicle in any other game ever more than the Magrider.

Am I to expect this thing to practically fly in PS2?
