That's a good idea. Could sell it as part of the game lore where the resources were these crystal outcroppings that grew randomly out of different hexes. But as much time as they have taken hand crafting the maps to balance the fight I doubt that would happen. The basic idea is to create a balanced three way and let the backhacking shake up the map. Will never lock the map or even early on, leave it at all, but that appears to be the general idea of the game.

Just because they're handcrafting the landscape and facilities doesn't mean they're doing so with an eye towards specific battle lines.
There's nothing to stop re-randomization of resources periodically. The terrain should be designed to support engaging combat from multiple angles, that's the point.
