In short, Yes. They've said that all subscribers to PS1 will be given access to Beta at some point. They haven't said "and you must have been continuously subbed since May 2003".
No guarantees at which stage of beta we will get in though. I would imagine some favoured hand-picked indviduals will get the honour of being in the first wave.
