What does he figure his chances of being President would have been had he, a young black man, been caught by the police during the first couple decades of the War on Drugs with pot or cocaine? Barry laughs at the idea of decriminalizing a substance that he's used himself and, had he been unlucky enough to have been caught with, would have made him just another black man with a drug conviction.
