Even given these matters are taken care of already and a developer is sitting there thumbling his thumbs, there are better ideas to work on than just a base for outfits.

No body ever saiid different, all we...well I'm saying is this adds to the game, even if outfit bases are in, its very very unlikely it will be at launch.
