Sunderer proximity repair

I certed the first level of the proximity repair for my sundy, and it hasn't been doing anything as far as i can tell. Damaged vehicles being close didn't seem to automatically get repaired.

So my question is: Is it bugged? Or does the first level of proximity repair just suck? And if so, does it get any better or am i better off going with something else in that slot?
