Ultimate Empire showdown And Special Events

An Idea maybe good maybe not so good.
Should the Ultimate Empire Showdown and or other special events take place on a less populated server. Maybe even have one of the least populated servers be turned into a neutral event server or test server.
Everyone can create a character on this server and all events or test would be first come first serve.
