Separate "Armor" and "Suit Modifications"

In direct contrast to my usual posts, I'm keeping this short:
How do you feel about splitting "armor" as in Nanoweave, Shield Capacitor, Flak, and "Suit Modifications" like the Munitions Pouch, Utility Pouch, Ammunition Belt, and Grenade Bandolier?
This is really just an opinion poll. I see the arguments for both splitting them and for keeping them in the same cert category. My personal opinion is that it should be two different cert categories, at least in some cases.
People would still have to make sacrifices - do they want to have more resistance to explosions, or more health? Do they want to carry extra magazines for their weapons, an extra rocket, or an additional grenade?
More types of both can be added - maybe a special armor bonus with resistance to headshots that you can equip in your "armor" spot instead of the Nanoweave or Flak. You might not die to one headshot anymore, but a grenade toasts you and you have less HP for small arms encounters.
Additionally, maybe carrying more ammo slows you down a bit. I am confident they could make it work without messing up infantry play.
What are your thoughts?
