The fact that TR even HAS a commissar rank is evidence that the devs like something having to do with 40K.

Truth be told, I think a Commissar is kinda... meh. In the real world such individuals are political officers who are just there to make sure the military commanders are doing what they're told. Not actually a proper part of the military hierarchy, and typically only portrayed in commie dictatorship scenarios... and 40K.
