N00bish Question about rate of fire and infintry weapons.

Looking over the GU07 patch, I started to wonder something, do the NC have the fastest rate of fire infantry weapon in the game? How does rate of fire work?

I heard from a friend that the NC have the fastest carbine in the game, and that struck me as odd as one of the TR advanages is supposed to be weapon rate of fire.

Call me a n00b, but I don't know much about carbines, so I don't honestly know which carbine is the fastest or which infantry gun is the fastest in the game. Call me a n00b, but from a design standpoint I am confused especially when it feels like alot of TR weapons.

P.S. Got the stats checked, and understand the G07 change better now, still kind of confused about
