Just wondering if Better guys are Better characters?

when you gain exp and certs and all that other junk, does your character become a better player, so when u shoot, your more accyrate and more devistating and when u get hit, it doesnt hurt as much, and your stronger/faster etc? (appart from implants/ armor etc)

i read somewhere that every player is eaqual doesnt matter how long you've been in for, i was just wondering if that was true.
