Did something change? (Phoenix Launcher)

On the main website, under weapons, the description for the Pheonix is as follows...

Phoenix
Source: New Conglomerate
Handling: Anti-Vehicular Missile
Damage: High
Maximum Range: Long
Refire Rate: Not Applicable

Basically a TOW missile launcher, the New Conglomerate's Phoenix uses wire-guided technology to allow the operator to literally fly the missile into the intended target. At the moment the missile is fired, the operator switches to a camera mounted on the tip of the warhead. While the missile is in flight, the operator can either directly fly the missile through impact, or release the missile, giving up control and causing it go into dumb fire mode.
Now doesn't "TOW" mean, like, fire once and you throw it away? As in it only holds one missle and you have to carry 2 if you want to fire more than one?

In the Fileplanet movie that was just recently moved on to the public servers, the really big DivX one, it shows several instances where the Pheonix is fired then reloaded. Was this not a Pheonix? Did they change it so it's not TOW anymore? Were they using unlimited ammo or something? Thanks!
