The Orbital Strike is in a fairly limited radius, so it would only be effective for hitting say a parked galaxy or a tightly grouped force.

I just hit CR 2, workin on 3, and thus far the tools are fairly useful, abeit balanced by the fact you do not receive certification points from Command Ranks. You get small uniform changes with CR as well.. CR1 = 1 shin-guard, CR2 = 2 shin-gaurds.

They took a hella long time to get, and has hampered my BEP hugely, so I dont figure alot will be headed for it right away.. I'm only at BR 9.5, considering how much I play, thats not very high.
