Command.. commands?

I finally got back to CR4 (the last time I had CR4 was back before the first character wipe when they started open beta) and I can't for the life of me remember what the command was, or if there even is one, to send continent-based messages.

I checked the PS documentation and asked most of the other commanders on Emerald that I knew, and no one seemed to have a clue what it was. A few people suggested /comall, but that's the CR5 global chat.

Any ideas?

Just a question, kinda OT kinda not, How long does it take you to reach various different Command Levels? Never really commanded before, but thinking about it and want to know how long before I can put up WPs, talk in /c and all that.
