Yes the Phoenix damages infantry but it is far from effective. It takes 3 of them to kill most infantry-- that is 3 reloads plus standing still and guiding it. You are talking about nearly 30 seconds and a full large ammo box for one stinking infantry!! I hardly call that effective.

Now Lancer is another story, that is very effective against infantry.

The Lancer is an auto sniper rifle, and I have enjoyed it quite a bit.

Lancer takes 3 to kill reinforced as well, but it does have a faster reload rate. With the Phoenix you have the benefit of hiding in relative safety and taking people out. By the way, it's 2 reloads. Considering the bolt driver takes out reinforced in 2 shots I'm not sure why 3 with the Phoenix is a bad deal.
