Probably because it is not being used as designed. It should be defensless against close attacks, it should not be able to aim low, it should not be able to delpoy on inclines. etc - right now it can be placed almost anywhere - turning it into a superweapon

The supressor kills any infantry in 5 hits, and any max in 15. Who is going to spend cert points on weapons certs if this were the case? Nobody. Granted this example is on the extreme end, but this is why non-empire-specific items must be balanced.

I also believe the flail has problems. When I tested it with a friend in the VR I was delighted to see it's extreme range. It could shoot about 85% the width of the VR map. I immediately begin contemplating a weapon with such ability, and was looking forward to having them at my disposal. And then I saw them used in game, and realized that it was not going to ever be used as intended. Hamma pretty much hit the hammer on the head; by making those simple changes, I think the weapon would begin to be used in the way it was intended.

Same with me, its very obvious that people would complain about my FLAIL

The voices that advocate the Flail's rebalancing echo the voice of reason. I would hardly call it whining.
