It was intentionally broken. Those are high tension power lines. The only way they can work on those lines is if they sever the connection, which is what that video showed.

yea, it seemed intentional, seems like they were cutting power off to something, but the electricity jumped over to the other side for a short period of time.

That happens sometimes. There were three lines broken there, Only one flared up, and it stopped after a few seconds. Those are extremely high powered tension lines, and electricity has a habit of trying to continue to flow.

Actually air does conduct electricity. Like SDM said not well but it does. Hints the reason for Lightning and the blue spark of static electricity.
