It's called the Doppler Effect.. if a sound is playing like that coming towards you, then it zooms by and goes past, it will sound like the pitch has changed, because of its relative position and speed to you.

Strygun is correct about the effect, but that's not the effect your hearing in the video.

You're hearing a change in pitch, the relation of the trains position to the camera's position is not relevant in the issue of the pitch changing.

The pitch is as follows, Hi-Low..(1 1/2 second pause)..Hi-Low, Hi-Low.....with a continuos low pitch as the train passes (Described above as the Doppler Effect).
