Another Command Question

I've been thinking this whole command system, especially the chain of command that they have planned. Personallly I think its awesome but I'll be interested to see how it revolves around situations where the commander suddenly leaves (computer crash, connection failure, etc.). I wonder if the command will be handed to the person with the highest CEPs in the group or if the commander can delegate someone as second in command in case of his absence. If anyone hasn't used their 3 questions and would be willing to ask this I'd appreciate it. Or if the question has already been answered then please feel free to answer it. Thanks.
