not true. someone posted the statistics of both weapons over at the official planetside forums(i think). the jackhammer did 1 more damage per pellet.

WHO is this someone? A Dev I hope. I have the info in a strat guide vouched for by SOE (Prima). Some of it is outmoded, but the damage counters are still the same for the most part. At least no damage fluxxing to the JH/Sweeper was made.

i dont know if it is correct, but everyone there agreed with it. according to the majority of replies it takes less shots from a jh to kill someone. like 3 for a rexo.
