The 7th GS video, the one where the NC soldier and NC buggy are chasing the TR lightning and the TR dude jumps in the water.

Ok, this is total speculation, but the symbol looks like the NC symbol in the color red, to the right of the symbol is a bar that increases in length over time till it fades out.

As this bar increases in length, the top of the two text windows shows that he hit an enemy for damage, 4 times, after the fourth, and last, damage, the bar fades away. Also note he was doing nothing at the time, except moving, while the damage after the first incurred.

Conclusion: That is the graphic pop up to tell you someone is getting hit by the burning plasma effect some weapons have. The reason it is red is the enemy who was under the effect was from the TR. The icon is some version of NC, which is the allegience of the perspective of the person we are watching this combat from, so I would guess that the icon represents the fact that YOU were the one to inflict the plasma damage, and I would also guess you would see the same icon when you get hit, except for example in this situation if the NC was to get hit by the TR he would see a NC symbol, most likely in blue to represent he was under fire.

All of this was done with the naked eye watching the said movie at 2x view, and if someone wants to mess with it in something else, feel free.

Damn, that does make sense though. If the plasma weapon was going off on a friend, that would definitely cause a bit of grief Red is probably just a "bad" color, and the icon is your realm.
