This game is in an early state of internal testing. I am sure there are TONS of outside the box things they are trying to see if they are fun.. no real reason to get bent out of shape about it.

If it were a big involved thing to implement, I would question why they tested it as well. Considering it was probably pretty easy to toggle the option on and off, why not give a few iterations of cloaking snipers a test, just to check if any of them would be viable. Seems like a natural thing to do if you are putting cloakers and snipers into the same class.

Pretty much this. It's exactly the sort of thing that a sniper would want to do, and it's already a part of the skill tree for that class, so poking it a bit would be reasonable.
