Having all the Certs would not make you a super soldier. There is no replacement for skills. Even if you had all teh Certs you couldn't use them all at the same time. Considering that most of the implants that you'd gain the most from still require stamina trade. It still comes down to how you manage your stamina. It still comes down to skills.

Multiple accounts sounds awefully spendy. But definately having a second account in another empire. Would almost feel like a whole new game. Play the second one whenever you need a break.
