New Flash Cert: A new muffler

Put it in whatever category and I will take it. I have "stealth" but that doesn't help when people have sound on.

Flash drivers are an easy enough kill as it is. I'd prefer to have the option of a cert so people can't hear it from a mile away.

It makes sense to provide stealth-like perks for the flash, making it more practical for scouting.
