I'll bet that's something to do with the Outfit base ownership. Interesting that you'd have to be CR5 if that's the case, though.

its says *if you are cr5* you need to be at least 4th in cmd in the outfit

Alright, the official forum guys fully tested it, and say that it just opens up your inventory. So yeah, it's probably outfit ownership.

I talked to a dev when i was playing yet. He told me it wasnt supposed to be in yet and would be removed in the next build
