Its not so much worrying about it, but refining the actual idea, because I want to see something like it implemented. But I hope you now better see what you are actually asking for, because its more than just the fortress. You are asking for a variant system, which is something they have not talked about implementing in PS2 (AFAIK). Asking for variants is fine, but its a much bigger idea overall.
Galaxy gunship is really something the community has pressed onto the devs for ps2. Every time I hear them talk about it, its rather tame. Probably because they are ran into the same problems I described here (speculation alert). How will you make the gg within the customization system to match the community's expectations of if and not make it flat out better than the stock gal? and Imo they probably already saw the liberator as covering the role of heavy gunship :\.
