Reason for the goggles:

The TR is a buncha cheepo's and cares so little about their troops they wont waste money on face playes, you get goggles. Deal with it.

It's more expsensive to make a set of goggles than it is to bolt a piece of reinforced plexiglass or whatever it is onto a helmet. The goggles are made of several materials, and need to be assembled as they're not like faceplates where they're just one big piece of shaped glass.

Also, FYI, goggles or faceplates aren't gonna do dick against a bullet

Things that full masks do that helm +goggles dont:
Gas masks,
Keep insects from flying up ones nose.
protect a little from shrapal. (i.e. less chance of that frag granade killing you and taking your eyes out, now it will just kill you)
Face plates look 57% cooler then Goggles.
Visors look 39.4% cooler then goggles.

In the age of metal body-armor, I doubt that a shard of metal from an anti-personnel grenade would be stopped by a visor.
