If Sancs are so hard to make, then just adding the rule of "last warpgate" wil suffice. If an empire gets kicked out of all continents, the last one to be fought for will be the one with uncontestable warpgate(s).

Meaning that if Empire A captures Indar and Esamir, driving the opposing empires away, Amerish will have 2 uncontestable warpgates, until one of the empires gets a hold of a warpgate on another continent.

The problem is that there are only 3 on each continent. We would need to have at the very least +1 and to remove the foothold aspect from them entirely. So warpgates need to be either entirely about transportation or we need a more direct method of intercontinental travel.

so yes, converting the vr to a sanctuary should be the easiest way to implement sanctuaries. just rename them, change the vr bordergrid to a shield dome, maybe put some kind of gridbox over the vr enemies that stand around there. and of course plant one or two warpgates.
Abso-freaking'-lutely. And then nest a simulated firing range within it that serves the same purpose as the VR range does now.
