Sputty's idea is good, but if that isn't possible, then I would suggest you go ahead and ask her out. The age difference is perfectly acceptable, and I've seen older girls date younger guys in highschool before (not as common as older guys with younger girls, but whatever). Her brother might be weird, but how bad of enemies are you two?

I think the most important thing with women or asking-for-date is: Don't think about it too much. Just do it!

Think like in a computer game. If you see a button that leads to a big atomic bomb, you won't be standing there and thinking "what would happen if I would press the button?", you wouldn't either open a thread in the ps forum and ask this question. You just do it.
