You go to an equipment term, change armors (which fully restores armor) and use health kits until you are at 100. Then change to the loadout you want. Takes a few seconds, depending on how many health kits you need to use, but still faster than using a med term, plus you can rearm.

eh its not really a bug, but equipment terminals arent always availible.
