Have you thought about shared cooldowns ? For example, cooldowns could easily be applied to a categories of vehicles if they don't want you to pull 2 tanks in a row.
The system was different in PS1, but as a dedicated driver (>10 cert points invested in vehicles at all times), you had room to switch to a different vehicle if your main choice was still on cooldown. (and that main choice would differ based on the kind of combat that was happening: buggies were great for harassing/flanking/fast-play, tanks were great for holding ground/counter-armor, aurora was a very specific anti-zerg AI weapon/door-camping).
Of course, having access to everything at once demands another system i.e. resources. In PS2, vehicles are on a resource cooldown (you specialize in getting vehicles or infantry equipment) AND a timer cooldown (you avoid spamming/wasting your vehicle). So if you're on cooldown, no options available.
To be honest, I felt more freedom in PS1 and thus tend to prefer the PS1 vehicle system to PS2. The PS2 ground vehicle play feels bland and boring to me.
IMO, vehicles from sanctuaries should be free.
(Just in case, for the PS1-Vet-Hater terrorists out there, I am not saying PS2 sucks and PS1 was so much greater, better, etc... I am simply stating a preference and why in PS2, I exclusively play infantry and stopped playing ground vehicles. For all the others, sorry for being a bit off-topic.)
